Sub History
Built by Kure Naval Arsenal at as Yokosuka Navy Yard in Yokosuka. Laid down December 8, 1938 as a B1 Type submarine. Launched November 24, 1939 as Submarine No. 41. Completed and commissioned September 27, 1941 in the Imperial Japanese Navy (IJN) under the command of LtCdr Genichi Shibata attached to the Yokosuka Naval District assigned to SubDiv 3, SubRon 1 with I-21 and I-22.

On October 1, 1941 departs Yokosuka bound for Saeki Bay on a training cruise and conducts launch tests at sea of the E9W1 Type 96 floatplane then returns with a brief stop in Kobe. During November 1941 enters dry dock at Yokosuka Navy Yard and an additional tank for aviation fuel is added abaft of the conning tower to refuel seaplanes at sea. ON November 17, 1941 embarks provisions.

On November 20, 1941 at 4:00am departs Yokosuka as part of Operation "Z" bound for Hitokappu Bay arriving three days later. On November 26, 1941 departs Hitokappu Bay eastward as part of a Patrol Unit with I-19, I-21 and I-23 ahead of the Carrier Striking Force. On November 27, 1941 while enroute all three submarines refuel from an oiler. On November 30, 1941 lags behind the other two submarines due to starboard diesel engine trouble and lost one propeller shaft.

Wartime History
On December 7, 1941 I-23 arrives at her patrol position to the north of Oahu. At 3:10pm ordered to a position north of Hawaii. On December 9, 1941 aircraft carrier USS Enterprise (CV-6) is reported by I-6 and all available submarines suface and proceed at flank speed to intercept including I-23 patrolling south of Kauai Island. On December 10, 1941 while surfaced, one of her lookouts spots a patrol plane and the submarine crash dives and accidentially descends to a depth of 390'. On December 11, 1941 ordered to patrol off the west coast of the United States and is assigned to attack shipping off Monterey Bay.

PARTIAL HISTORY

On February 5, 1942 at Kwajalein five submarines are assigned to Operation "K-1" for a second air attack against Pearl Harbor. I-23 is assigned to a point north of Keahole Point on Hawaii and relay weather reports and act in an air-sea rescue capacity, if necessary. On February 8, 1942 reports her position as a point 200 miles south of Oahu. On February 14, 1942 reports her position as south of Oahu. On February 24, 1942 at 11:30pm I-23 transmits her sixth and final report off Hawaii. This was the last transmission from the submarine.

Sinking History
This submarine was presumed lost off Hawaii sometime after her last transmission on February 24, 1942 at 11:30pm. The precise cause of the loss is unknown, possibly due to a dive accident. On February 28, 1942 presumed lost with all 96 crew. On April 30, 1942 officially removed from the Navy list.
