Location Walter Bay borders Ela Beach and Port Moresby (Town) to the north, Koki (2 Mile) to the east and Paga Point / Paga Hill to the west. To the south is Local Island (Manubada Island) further offshore is Arakuti Reef and Nateara Reef. Today, located in National Capital District (NCD) in Papua New Guinea (PNG). Wartime History During 1940 Walter Bay bordering Ela Beach was used as a mooring area for Royal Australian Air Force (RAAF) flying boats operating from Port Moresby.
